The outer part of the costume is a foam material that gives it the cylindrical shape and the iconic Tootsie Roll logo on the front. It has fleece material attached to it to keep baby warm.

The top end of the wrapper is where the face and hands of the baby go. So the top end of the wrapper becomes a sort of frilly hat or hood for your baby. Feedback on the costume reports that the baby didn't feel discomforted by wearing this frilly hood but if that was the case for your baby, simply pull it down. Then your baby will have unrestricted views of everything going on around him/her and not feel uncomfortable on the ears of such like.
